They said, without providing any evidence, "In the photo, minors under the age of six are not required to keep a natural facial expression for a DV application!" but not true! The official website (photo examples web page) of the USA says, "Photo tip: The child's facial expression must be neutral." in the children section under one of the photo examples. Maybe you should stop confusing applicants!
