The steam code wasn't working because the last DLC was the limiting factor of the code's availability. I don't usually go through the trouble… I don't usually go through the trouble of reviewing websites... but when I came across the deals Gamebillet had, naturally I was skeptical. But after a little research I decided to whip out my credit card and take a shot...I wasn't disappointed. Got DS3 deluxe and Shinobu Striker deluxe for 30 bucks and change... theybwould have been close to 130 bucks had I purchased through steam. Payment went through in seconds and I had my steam keys right away. Both activated with no problem and are downloading as I type this.
