Netly? Trashly... i created a server, i selected Netherlands as region and paper as software. Once it was done the region was Germany and the software was vanilla. Great start. It took about 2 hours to get done in the queue when in the videos they say "about a few seconds". I started my server and it took nearly 15 minutes to start fully, but i had some issues with the pterodactyl panel because is so SLOW and inefficient...when you click the stop button for example it takes ages to stop the server and in the meanwhile it continues starting up... They also violated the adSense policy in their afk page for coins because it shows ads while you're afk, which is a big violation. Not recommended absolutely.
